Potomac River Fisheries Commission Meeting

COLONIAL BEACH, VA — Chairman Tom O’Connell announced today the Potomac River Fisheries Commission will hold its next regular meeting on Friday, December 2, 2011 at 9:00 a.m. in the John T. Parran Hearing Room of the Potomac River Fisheries Commission Building, 222 Taylor Street, Colonial Beach, Virginia. Mr. O’Connell invites all interested persons to attend this open public meeting.

Items on the agenda include: reports on the fall oyster harvest, annual oyster survey and a crab harvest report. The Commission will establish the 2012 recreational and commercial striped bass seasons, gear and size limits as well as most other finfish species. There will be an update on the ASMFC annual meeting.

Other items on the agenda include but are not limited to: the pre-payable fine schedule, appointment of the nominating committee and advisory committee vacancies. The Commission will also review two adoption statements regarding invasive catfish and restored oyster reef sanctuaries.

The Colonial Beach Art Guild will have artwork displayed from December 1st through December 30th in the John T. Parran Hearing Room. Visitors are welcome during normal business hours.

COLONIAL BEACH, VA — Chairman Tom O’Connell announced today that the Potomac River Fisheries Commission will hold its next regular meeting along with a public hearing on Thursday, September 8, 2011 at 9:00 a.m. in the John T. Parran Hearing Room of the Potomac River Fisheries Commission Building, 222 Taylor Street, Colonial Beach, Virginia. Mr. O’Connell invites all interested persons to attend this open public meeting.

The advertised public hearing will deal with identification of crab pots, establishing a fee for crab pot identification tags/decals as well as replacements, establishing a new time limit for the commercial crab pot fishery and to determine an oyster license surcharge fee. COLONIAL BEACH, VA (August 16, 2011) — The Potomac River Oyster/Clam Advisory Committee, which is comprised of private citizens and industry representatives, will meet at 6:00 p.m. on Tuesday, August 30, 2011 in the John T. Parran Hearing Room of the PRFC building, Colonial Beach, Virginia.

Chairman John F. Tucker Brown called another meeting to generate public input concerning the oyster management reserve areas. The Blue Ribbon Oyster Panel met on August 11, 2011 and has new recommendations that need to be considered.

Items on the agenda will include, but may not be limited to: an update from the Blue Ribbon Oyster Panel to include an overall discussion on the structure of the program and oyster license surcharge(s). Dr. Tom Miller’s revised model will be demonstrated with different variables to conduct probability runs. Members will discuss the implications of changing variables and how it would affect the fishery.

Any recommendations developed by this committee will be forwarded to the Potomac River Fisheries Commission for consideration prior to implementation.

Proposed Amendments To The Regulations Of The Potomac River Fisheries Commission
Posted August 3, 2011


Pursuant to the Potomac River Compact of 1958, as duly enacted into law by the General Assemblies of the States of Maryland and Virginia and duly ratified by the Congress of the United States of America, the Potomac River Fisheries Commission hereby proposes to amend and/or adopt regulations as follows, so as:

1. To amend Reg. VII, Sec. 3(b) Identification of Pots to require all crab pots to be identified with a tag/decal.
2. To adopt Reg. I, Sec. 2(d)(5) Crab Pot ID Tags/Decals Fee and Replacements establishing the fee for crab pot ID tags/decals and replacement ID tags/decals.
3. To amend Reg. VII, Sec. 5(d) Crab Pot Longlines would be a technical correction pending the adoption of Reg. VII, Sec. 3(b).
4. To amend Order 2008-07 Commercial Crab Fishery Time Limits establishing new time limits for the commercial crab fishery.
5. To establish Order 2011-09 under the provision of Reg. I, Sec. 2(f), to determine an oyster license surcharge fee.

Crab Advisory Committee Meeting

COLONIAL BEACH, VA (May 5, 2011) — The Potomac River Crab Advisory Committee, which is comprised of private citizens and industry representatives, will meet at 6:00 p.m. on Thursday, May 19, 2011, in the John T. Parran Hearing Room of the PRFC Office Building, 222 Taylor Street, Colonial Beach, Virginia.

The committee will receive a crab harvest report and results from the winter crab dredge survey.

There will be discussions on female crab harvest closures for 2011 as well as discussions on solutions to improve the accountability of counting crab pots.

The Committee will also seek nominations to fill a vacancy for a Maryland recreational crabber.

Potomac River Fisheries Commission Meeting

COLONIAL BEACH, VA — Chairman Kyle J. Schick announced today the Potomac River Fisheries Commission would hold its regular meeting on Friday, March 11, 2011 at 9:30 a.m. in the John T. Parran Hearing Room of the Potomac River Fisheries Commission Building, 222 Taylor Street, Colonial Beach, Virginia. Mr. Schick expressed his desire to invite all interested persons to attend this open public meeting.

The Commission will continue the public hearing from the previous Commission meeting regarding an oyster license surcharge and establishing a recreational oyster license. The Commission will also set the commercial quota and recreational limits for summer flounder and black sea bass.

Other items on the agenda include but are not limited to: reviewing the crab, fish and oyster harvest reports, reports from the Blue Ribbon Oyster Panel, Crab and Finfish Advisory Committees and updates on the crab buy-back program and the small mesh gill net study. The Commission will elect their Chairman, Vice-chairman and Secretary for 2011. Finfish Advisory Committee Meeting

COLONIAL BEACH, VA — The Potomac River Finfish Advisory Committee, which is comprised of private citizens and industry representatives, will meet at 6:00 p.m. on Wednesday, March 2, 2011 in the John T. Parran Hearing Room at the PRFC Office, Colonial Beach, Virginia.

Items on the agenda will include, but may not be limited to: developing recommendations for the 2011 seasons, size and creel limits for the recreational and commercial fisheries pertaining to Black Sea Bass and Summer Flounder. The committee will receive an update on the sport fishing federal registry and the small mesh gill net study.

Other items on the agenda will include: a discussion on striped bass tag allocation and if the quota(s) should be issued to a specific gear or to an individual waterman. The committee will also solicit nominations for committee membership vacancies.

Crab Advisory Committee Meeting

COLONIAL BEACH, VA (February 9, 2011) — The Potomac River Crab Advisory Committee, which is comprised of private citizens and industry representatives, will meet at 6:00 p.m. on Wednesday, February 23, 2011, in the John T. Parran Hearing Room of the PRFC Office Building, 222 Taylor Street, Colonial Beach, Virginia.

There will be discussions on increasing the hard crab size limit to 5 ½” all season, requiring PRFC issued decals to be placed on all crab pot buoys, reconsideration of depth restrictions on crab pot longlines and requesting Maryland and Virginia tributaries implement the same size limits as the Potomac River

The Committee will also review the 2010 crab harvest report and solicit nominations for advisory committee vacancies.

Items on the agenda for public hearing will include consideration of: a commercial license registration ($50), an oyster license surcharge ($350), an increase of the fee to transfer a hydraulic calm dredge from one boat to another ($10), and establishing a recreational oyster license ($30) as well as limit the gear to be used, the number of persons aboard, harvest limits and time limits.

Items on the agenda for the regular meeting include but are not limited to: reports on the fall oyster harvest, annual oyster survey and a crab harvest report. The Commission will establish the recreational and commercial striped bass seasons, gear and size limits as well as most other finfish species. PROPOSED AMENDMENTS TO THE REGULATIONS
of the
POTOMAC RIVER FISHERIES COMMISSION
December 3, 2010  


Pursuant to the Potomac River Compact of 1958, as duly enacted into law by the General Assemblies of the States of Maryland and Virginia and duly ratified by the Congress of the United States of America, the Potomac River Fisheries Commission hereby proposes to amend and/or adopt regulations as follows:  


  1. Adopt Reg. I, Sec. 2 – Commercial License Registration – to establish a commercial license registration requirement as a prerequisite for the purchase of any commercial license, for a fee of $50.

2. Adopt Reg. I, Sec. 2(f) – Oyster License Surcharge – to establish an oyster license surcharge of $350.00 as a prerequisite for the purchase of any commercial oyster license.

3. Amend Reg. V, Sec. 1(b) – Transfer of Dredge – to increase the fee to transfer a hydraulic clam dredge from one boat to another from $5 to $10.

4. Amend Reg. VI, Sec. 3(a) – Exemptions – and adopt Reg. VI, Sections 3 (b, c, d, e and f) so as to require and establish a recreational oyster license for a fee of $30 per boat, limit the gear to be used, the number of persons aboard, harvest limits and time limits.

Schick announced today that the Potomac River Fisheries Commission will hold its next regular meeting along with a public hearing on Thursday, September 9, 2010 at 9:00 a.m. in the John T. Parran Hearing Room of the Potomac River Fisheries Commission Building, 222 Taylor Street, Colonial Beach, Virginia. Mr. Schick invites all interested persons to attend this open public meeting.

The advertised public hearing will deal with the Potomac River oyster fishery and sport fishing requirements. The oyster issues are to allow power dredging to sunset thereby removing winders from the boats, extend the sunset date or make the use of power permanent, and to either extend the closure or open Jones Shore to hand scraping. The sport fishing proposals are: to increase the fee for replacement license and boat license transfers; to remove the rental boat decals and issue a single decal for pleasure and charter boats; to require unlicensed or exempted recreational anglers over the age of 16 to register with either the Maryland or Virginia saltwater registry program; to increase the recreational pleasure boat and individual license fees; to remove the exemption for persons 65 or older (or allow for reduced senor fee), require a license for persons fishing from the shore or piers, except for owners and non paying guest from private real property; and modify the free fishing days. Proposed Amendments To The Regulations of The Potomac River Fisheries Commission September 9, 2010

 Pursuant to the Potomac River Compact of 1958, as duly enacted into law by the General Assemblies of the States of Maryland and Virginia and duly ratified by the Congress of the United States of America, the Potomac River Fisheries Commission hereby proposes to amend and/or adopt regulations as follows, so as:
 
 

1.  Amend Reg. II, Sec. 1(e) Hand Scrape
2.  Amend Reg. II, Sec. 2(a)(3) Equipment Prohibited Aboard Hand Scrape Vessel
3.  Amend Reg. II, Sec. 2(a)(4) Closed Areas for Hand Scraping
4.  Amend Reg. II, Sec. 2(e) Unlawful Equipment


These first four (4) Regulations are being advertised to either extend the sunset date or make the use of power winders with hand scrapes permanent by deletion of the sunset clauses and to either extend the closure of Jones Shore to hand scrapes or open Jones Shore to hand scraping.
  5.  Amend Reg. VI, Sec. 2(b) Terms of License – to increase the fee for a replacement license from $1 to $5 and a sport license transfer from $5 to $10.

6.  Amend Reg. VI, Sec. 2(c) Display of License – to eliminate rental boat decals and issue a single decal for pleasure and charter boats.

7.  Amend Reg. VI, Sec. 5(a) License-Registration Required – to require unlicensed recreational anglers to register with either the Maryland or Virginia saltwater registry program.

8.  Amend Reg. VI, Sec. 5(b) License Fees – to increase the fee for recreational pleasure boat from $30 to $50 and individual recreational licenses from $7.50 to $12.50 with an option of a reduced senior fee and eliminating rental boat license.

9.  Amend Reg. VI, Sec. 5(c) Exemptions – to remove the license exemption for persons 65 or older and persons fishing from the shore or a pier; to exempt private property owners and their guests but require unlicensed persons to register with either the Maryland or Virginia saltwater registry program; and modify the free fishing days.

Items on the agenda will include, but may not be limited to: a report of the 2009 fall oyster survey and a harvest report for the 2009-2010 PRFC oyster season.

The committee will make a recommendation to the Commission for the upcoming 2010-2011 oyster season dates, days and time limits. There will be a discussion on where the committee would like to see the oyster industry in 5 to 10 years and what plan they have for the future.

Other items on the agenda are the consideration of an oyster surcharge to be used for planting seed on areas harvested and to discuss eliminating the one (1) bushel of oysters allowed to be harvested without a license for household use.

Any recommendations developed by this committee will be forwarded to the Potomac River Fisheries Commission for consideration prior to implementation.

Crab Advisory Committee Meeting

COLONIAL BEACH, VA (July 13, 2010) — The Potomac River Crab Advisory Committee, which is comprised of private citizens and industry representatives, will meet at 6:00 p.m. on, Tuesday, July 27, 2010, in the John T. Parran Hearing Room of the PRFC Office Building, 222 Taylor Street, Colonial Beach, Virginia.

There will be a presentation from Dr. Tom Miller from the Chesapeake Biological Laboratory on the winter crab dredge survey, a presentation from Rob Aguilar and/or Eric Johnson from the Smithsonian Environmental Research Center on the Potomac River female crab tagging study, a review of the crab harvest report and a discussion on what conservation measures to recommend for this year’s female crab harvest.

The Committee will also receive an update on the PRFC crab buy-back program and elect and Vice-chairman.

These meetings are open to the public and all interested persons are invited to attend. Proposed Amendments To The Regulations of The Potomac River Fisheries Commission June 10, 2010

Pursuant to the Potomac River Compact of 1958, as duly enacted into law by the General Assemblies of the States of Maryland and Virginia and duly ratified by the Congress of the United States of America, the Potomac River Fisheries Commission hereby proposes to amend and/or adopt regulations as follows, so as:

1. To amend Reg. II, Sec. 2(g) Concealment of Oysters; Reg. VI, Sec. 2(c) Display of License; Reg. VI, Sec. 4(b) License Required; Reg. VI, Sec. 5(a) License Required; Reg. VII, Sec. 2(a) Size Limits; and Reg. VII, Sec. 6(c) Separation of Crabs (Recodified). These are editorial additions or deletions to the Regulations to be in accordance with the PRFC Pre-Payable Fine Schedule.

2. To repeal Reg. I, Sec. 5(d) Reduction of License Fees to eliminate the reduced commercial license fees for persons 65 years of age or older.

3. To amend Reg. I, Sec. 2(m)(3) Bait Pot to modify the definition of a bait pot to include one main compartment and a single optional bait compartment with one or two funnel shaped entrance port(s) and to prohibit catching crabs with this gear.

4. To amend Reg. III, Sec. 8(d) Pound Nets to require all pound nets install at least 6 unobstructed PRFC approved fish cull panels.

5. To repeal Reg. III, Sec. 11(c) Return of Incidental Catch if Reg. III, Sec. 8(d) is adopted.

6. To amend Reg. III, Sec. 10(b) Striped Bass Tagging to impose a one-for-one tag penalty for unreturned and/or unaccounted striped bass tags and impose a $25 processing fee for research and/or verification of submitted reports. An appeal process to the Commission will be considered.

7. To amend Reg. VII, Sec. 5(d) Crab Pot Longlines to allow longlines in all areas, change the number of pots allowed on a longline, how they are identified and the minimum depth of water in which they can be set from 30’ to 12’ MLW.

Potomac River Fisheries Commission Meeting

COLONIAL BEACH, VA — Chairman Robert H. Bowes announced today the Potomac River Fisheries Commission would hold its regular meeting on Friday, March 12, 2010 at 9:30 a.m. in the John T. Parran Hearing Room of the Potomac River Fisheries Commission Building, 222 Taylor Street, Colonial Beach, Virginia. Mr. Bowes expressed his desire to invite all interested persons to attend this open public meeting.

The Commission will set the commercial quota and recreational limits for summer flounder and black sea bass; update an Order pertaining to commercial hook & line and gill net limited entry and decide what regulations will be considered for an upcoming public hearing.

Other items on the agenda include but are not limited to: reviewing the crab, fish and oyster harvest reports, reports from the Crab and Finfish and Oyster/Clam Advisory Committees and an update from the ASMFC winter meeting. The Commission will also elect their Chairman, Vice-chairman and Secretary for 2010.
